From Cigarettes to Smoke-Free Products: How the Nicotine Market Is Evolving

For most of the twentieth century, the nicotine market was simple: it meant cigarettes. Today, adult smoking rates in many countries, including the UK, are at historic lows, and a growing range of smoke-free alternatives now sits alongside cigarettes on shop shelves and in online baskets. Heated tobacco products, which warm tobacco rather than burning it, followed. Nicotine pouches, small tobacco-free sachets placed between the lip and gum, are the most recent entrant. Brands like zyn and VELO have become popular because they produce no smoke or vapour, which makes them discreet and easy to use in places where smoking and vaping are restricted. Nicotine replacement therapies such as patches, gum and lozenges have long been part of the picture as well, aimed specifically at helping people quit. What is driving the change Several forces are at work. Consumers, especially younger adults, increasingly value convenience, discretion and the absence of lingering smell. Tobacco companies have redirected investment toward what they call "reduced-risk" products, and many now describe smoke-free products as central to their future strategy. Meanwhile, tighter rules on cigarettes have pushed both manufacturers and consumers to look elsewhere. The regulatory response The market is evolving under increasing scrutiny. Governments face a balancing act: making alternatives available to adult smokers who might otherwise continue smoking, while preventing young people and non-smokers from becoming nicotine users. In the UK, this has meant measures such as restrictions on disposable vapes and ongoing tobacco and vapes legislation aimed at limiting youth appeal, including rules on flavours, packaging and marketing. Other countries take very different approaches, from permissive regimes to outright bans, so the global picture is far from uniform. Open questions Important debates remain. Researchers are still building the long-term evidence on newer products, and health authorities emphasise that nicotine is addictive whatever its delivery method. Critics worry that marketing and flavours can draw in teenagers. Supporters of harm reduction argue that overly strict rules could keep smokers on the most dangerous product. Both concerns are legitimate, and the right balance is still being worked out. Looking ahead The direction of travel seems clear: cigarettes are shrinking in importance while smoke-free products grow. How that transition plays out will depend on regulation, emerging scientific evidence and consumer behaviour. For adults who already smoke, alternatives may offer a lower-risk path. For everyone else, the healthiest choice remains avoiding nicotine altogether. The nicotine market is no longer defined by a single product, and its future will be shaped as much by policy and public health as by the companies competing within it.
